Have you ever heard about the french law HADOPI ?
Do you feel free to download what ever you want, where ever you are ? I don't know a lot about Canada's internet laws but i think you are lucky here to not have this kind of restriction as this law.
First of all, HADOPI means "Haute Autorite pour la diffusion des œuvres et la protection des droits sur internet" or "law promoting the distribution and protection of creative works on the internet". This is a law created in 2009 and leaded by a governmental agency which has been created especificaly for this one.
The goal of this law is to prevent the French population from downloading any content under copyright licence and bring money to repair all the damage caused because of downloading creative works.
If you want to download any movie, any music or any content which is protected by a copyright from the internet, you can but you may receivea first warning advising you to not continue getting "illegal" copies from the web. After the third letter HADOPI will initiate legal proceedings against you in order to pay the amount you injured the creator of the work.
